Rotating the pic 90 degrees clockwise provides a clue. Looks like it was taken during the last few moments of a bungee jump–just before rebounding.

taking many many photo’s of the same bridge then colaborating them in photoshop. this is very simple if you have a good camera and a bit of spare time.
Probably the camera was hung from the rope handles and a pan shot taken, then spliced together.
There is no impossible in computer nowadays and science..
